A multiple pet permit shall not be required for premises on which:
(A) More than the allowed number of domestic animals are kept in a commercial breeding facility licensed pursuant to M.S. §§ 347.57 through 347.64; or
(B) More than the allowed number of domestic animals are kept for the business of breeding dogs or cats or both for sale, and there are no more than a total of 2 litters of offspring (dogs or cats) per calendar year.
