§ 31.28 LAYOFFS.
   (A)   On the City Administrator's recommendation, the Council may lay off permanent employees because of work or fund shortages, abolition of positions or other reasons, 14 calendar days after written notice has been given to the affected employees.
   (B)   On the City Administrator's recommendation, the Council may lay off temporary employees with minimal notice. Permanent employees shall not be laid off while there are temporary or probationary employees serving in the same positions for which permanent employees are qualified, eligible and available. Length of service in the same position classification shall be considered, but shall not be binding.
