(A) Scope. The use of all land and every building and the erection or structural alteration of any building or portion of a building in the city shall conform with the provisions of this chapter. Any structure or use lawfully existing on, but not conforming with, the appropriate zoning regulations may be continued subject to § 152.42.
(B) Interpretation. The provisions of this chapter shall be interpreted as the minimum requirements for promotion of public health, safety, morals, convenience and general welfare. Where the provisions of this chapter impose greater restrictions than those of any statute, other ordinance or regulation, this chapter shall apply. Where the provisions of any statute, other ordinance or regulation impose greater restrictions than this chapter, those restrictions shall apply.
