§ 31.04 RESIDENCY REQUIREMENT.
   All full-time city employees in the Police, Electric, Water, Sewer and Street Departments who are in job classifications; (a) subject to the on-call provisions of § 31.05 of this code, or (b) required for emergency response related to their job duties must reside within a 30 minute response time to city limits. The City Council finds that the job classifications covered by the foregoing requirement provide essential services to the city in times of emergency, catastrophe or other critical events and must be available for callback to the city to maintain these essential services and for the protection of the public health, safety and welfare. The City Council, in its discretion, may by duly adopted resolution provide a longer response time than contained in this section, on either a temporary or ongoing basis, for a job classification covered by this requirement for purposes of recruitment or retention of employees in a key job classification or where it finds reasonable based on available communications technology.
