§ 31.01 SCOPE.
   (A)   The Council intends this personnel policy to be uniform and equitable and within the laws of the state and the Charter of the city.
   (B)   The following rules, regulations and policies shall apply to all city employees under the direct and indirect jurisdiction of the Council.
