The following boards shall exist:
(A) Communications and Technology.
(1) (a) Performance monitoring of the cable TV franchise shall be accomplished by the accomplished by the Cable TV Board.
(b) Board members shall be appointed by the Mayor, subject to confirmation by the Council, and shall consist of at least 3 and not more than 7 members who advise the Council of the franchisee's performance at least annually.
(c) Each member shall serve without compensation.
(d) A report shall be submitted to the franchise and the Minnesota Cable Communications Board and shall contain recommendations regarding upgrading the system to meet current standards.
(2) In addition to the annual reports described in division (A)(1) above, the Board shall submit a report 24 months prior to expiration of a franchise and to the expiration of a certificate of confirmation, and the report shall include the following:
(a) Written appraisal of franchisee's performance over the entire length of the franchise with regard to the provisions of the franchise; and
(b) Recommendations for revised or additional provisions for the franchise, considering:
1. Channel capacity;
2. Channels for access cable casting;
3. Facilities and staff assistance for cable casting;
4. Two-way capability; and
5. Need for further service to be extended within franchised area.
(3) A copy of the report shall be sent to the Council, the franchisee and the Minnesota Cable Communications Board within 10 days of its submission.
(B) Park and Recreation Board.
(1) The Park and Recreation Board shall consist of 9 members. Each member shall serve without compensation shall be appointed by the Council, and shall serve a term of 3 years.
(2) The Board shall, with the consent of the Council, have general supervision, management and control of all work, improvements and programs on or in any public park, parkway or recreational facility, and shall make recommendations to the Council to hire or replace employees and to prescribe duties and fix the compensation of all park employees.
(3) The Board may promulgate rules and regulations for the use of park and recreational facilities as it deems necessary and proper to promote the public use and preservation of the park lands. All rules and regulations must be adopted by a majority of the Board members and shall be published periodically in the city's official newspaper and shall be posted prominently in park areas.
(4) Any violations of Board rules and regulations shall be a misdemeanor and shall be punishable by a fine not to exceed $300 or 90 days in jail or both.
(C) Public Safety Advisory Commission.
(1) The St. Charles Public Safety Advisory Commission shall advise the Council on matters involving the City Police, Fire and Ambulance Departments. Subject to the limitations of the Charter, the Commission may investigate and make recommendations to the Council regarding any matter of public safety as may come before the Commission.
(2) The St. Charles Public Safety Advisory Commission shall consist of 7 members. Two shall be Council members, each with a 1-year term; 2 shall be non-Council citizen members who reside within the city corporate limits each with a 3-year term; and 3 shall be members of the St. Charles Ambulance Department, the St. Charles Fire Department and the St. Charles Police Department.
(3) The St. Charles Public Safety Advisory Commission shall assume the duties and responsibilities granted in § 206.02.
