§ 30.07 COMMITTEES.
      (A)   Creation. The Council may create by resolution committees, standing or special, and boards as it deems necessary to administer city affairs.
   (B)   Membership.
      (1)   Each committee shall consist of Council members. The members shall be designated by the Mayor.
      (2)   Each committee member shall serve as appointed unless excused by a majority of the Council members.
      (3)   Committee meetings shall be given the same notice as for special meetings of the Council.
   (C)   Referral and reports.
      (1)   Any matter brought before the Council for consideration may be referred by the presiding officer to an appropriate committee or to a special committee appointed by the presiding officer.
      (2)   The committee shall submit a written report and recommendation before the matter is considered by the Council as a whole.
      (3)   Each committee shall act promptly and faithfully on any matter referred to it.
   (D)   Compensation. Any member of a Board, Commission or Committee shall receive, as compensation for services rendered to the city, the right to attend an annual dinner.
