(A) There is hereby created the Office of City Forester. The City Forester shall be appointed by the Park Board with the advice and consent of the Council.
(B) The Park Board shall annually include in their budget governing parks and parkways their estimate of the amount of money required by the Office of City Forester for the succeeding year.
(C) It shall be the duty of the City Forester to enforce the provisions of this subchapter and the Forester shall have specific charge and shall exercise immediate supervision and control of planting, maintaining, protecting and removing all trees located on public streets, roads and alleys.
