(A) Outdoor wood furnaces and other similar detached heating facilities are prohibited throughout the City of St. Charles.
(B) (1) There shall be a moratorium on granting any permits pertaining to outdoor wood burning furnaces or other detached heating facilities until that date when permitted by law.
(2) The St. Charles Planning and Zoning Commission will conduct a study and report back to the City Council within 30 days. The Commission shall consider, but not be limited to, issues of air quality, effect on adjacent property values, fire and children safety and any other factors, which may affect the health, safety and welfare of residents.
(3) The adoption of this division (B) replaces the temporary stay on granting any building permit pertaining to outdoor wood-burning furnaces that was issued by the City Administrator.
