(A) Regular meetings.
(1) Regular meetings of the Council shall be held on the second Tuesday of each calendar month at 7:00 p.m.
(2) Any regular meeting falling on a holiday shall be held on the next business day at the regular time and place.
(3) All meetings, including special and adjourned meetings, shall be held in the City Hall unless other notice is given.
(B) Initial meeting. At the first Council meeting on the first business day in January of each year, the Council shall do the following:
(1) Designate the depositories of the city funds;
(2) Designate the official newspaper;
(3) Choose 1 of the Council members as acting Mayor, who shall perform the duties of the Mayor during the Mayor's disability or absence from the city or, in case of a vacancy in the office of Mayor, until a successor has been appointed; and
(4) Appoint officers and employees and members of boards, commissions and committees as may be necessary.
(C) Public meetings. All Council meetings, including special and adjourned meetings and meetings of Council committees and boards shall be open to the public.
