(A) The Council by resolution and upon recommendation of the Public Safety Commission may designate any street or portion of a street as a through highway or a 1-way roadway where necessary to preserve a free flow of traffic or prevent accidents.
(B) The Public Works Superintendent shall post appropriate signs at the entrance to streets including stop, yield, 1-way or other traffic control signs or devices.
(C) No trunk highway shall be so designated unless consent of the Commissioner of Transportation is first secured.
