§ 70.03 PARKING.
   (A)   Time limit parking zones.
      (1)   The Council may, by resolution, designate certain areas where the right to park is limited during hours specified. The Public Works Superintendent shall mark by appropriate signs each zone so designated.
      (2)   During the hours specified on the sign, no person shall park a vehicle in any limited parking zone for a period longer than is specified.
   (B)   No parking, stopping or standing zones.
      (1)   The Council may designate certain streets or portions of streets as no parking or no stopping or standing zones and may limit the hours in which the restrictions apply by resolution. The Public Works Superintendent shall mark by appropriate signs each zone so designated.
      (2)   Except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or a traffic control device, no person shall stop or park a vehicle in an established no stopping or standing zone when stopping or standing is prohibited.
      (3)   No vehicle shall be parked in a no parking zone during hours when parking is prohibited except that a vehicle may be parked temporarily in the zone for the purpose of forming a funeral procession, and a truck may be parked temporarily between the hours of 8:00 a.m. and 6:00 p.m. of any business day for the purpose of loading or unloading where access to the premises is not otherwise available.
   (C)   Parking of certain vehicles in residential areas.
      (1)   Unless otherwise excepted under division (C)(3) below, no tractor, semi-tractor or pickup having more than 5-ton gross vehicle weight rating, trailer, mobile home, heavy equipment, dump trucks, RVs, boat or RV trailers, or any vehicle exceeding 25 feet in length, shall be allowed to park, stand or remain unattended on streets or alleys in residential zones within the city. A residential zone is that area so defined in the Zoning Code.
      (2)   No vehicle shall in any case be parked upon any street or alley in a residential zone in the same location for a continuous period longer than 48 hours, unless a different period is specified for particular locations by the Council. For the purpose of this division, any vehicle moved a distance of less than one city block during such 48-hour period shall be deemed to have remained in the same location.
      (3)   Exceptions.
         (a)   Vehicles or equipment of the types listed in division (C)(1) above may park temporarily on streets or alleys in residential areas only long enough to load or unload.
         (b)   Trucks and non-semi trailers used for construction, electrical, plumbing, appliance, phone, cable, or other repair service, may park on residential streets or alleys during such construction or repair service, but only adjacent to the premises being served.
         (c)   Trailers or dumpsters used for construction projects may be parked on residential streets or alleys overnight in residential or commercial districts for the duration of the construction project if they are lighted or reflectorized.
   (D)   Other restrictions in residential areas.
      (1)   No diesel or other truck or semi-trailer engines or trailer refrigeration units may be operated between the hours of 8:00 p.m. and 5:00 a.m., or for more than 15 minutes at any one time, anywhere in a residential zoned area.
      (2)   No vehicle or trailer shall be parked in a manner or place which restricts view of intersections or pedestrian crosswalks from on-coming traffic, or interferes with the movement of, or loading or unloading of school buses.
      (3)   Trucks, trailers and any vehicle having gross vehicle weight rating of more than 5 tons, or more than 25 feet in length, may only be parked in driveways or side or rear yard areas in residential districts, and only if owned or leased by the owner or lessee of the premises.
   (E)   Impoundment.
      (1)   Any police officer may remove a vehicle from a street to a garage or other place of safety when the vehicle is left unattended or constitutes an obstruction to traffic, or hinders snow removal, street improvement or maintenance operations.
      (2)   The vehicle shall not be released until towing and storage fees are paid in addition to any fine imposed for violation of this chapter.
   (F)   Prima facie violation. The presence of any motor vehicle standing or parking on any street or alley in violation of this chapter is prima facie evidence that the registered owner of the vehicle committed or authorized the commission of the violation.
   (G)   Obstructing enforcement efforts; penalty. It shall be a misdemeanor for any person to obliterate or remove any mark placed on a vehicle by law enforcement for the purpose of measuring the time a vehicle has been parked at a particular location.
   (H)   Penalty. Unless otherwise specified or charged as administrative fines, all parking violations shall be a petty misdemeanor for each day the violation continues.
