(A) Except for purposes of composting under § 53.39 above, it shall be unlawful for any person, firm or corporation to dispose of yard waste on private or public lands located in the City of St. Charles except at the designated city compost site.
(B) All yard waste must be disposed of in the manner prescribed by law. Yard waste for purposes of this section consists of all grass clippings, leaves, twigs, tree branches and other woody and non-woody plant materials.
