(A) It shall be unlawful for any person, firm or corporation to fail to dispose of garbage and rubbish which may accumulate upon property owned or occupied by him or her or them in a sanitary manner.
(B) The city may impose a voluntary administrative penalty under § 10.90 rather than issuing a criminal violation.
