(A) Ownership of the designated recyclable materials set out for collection shall be vested in the collector and transporter of recyclable materials designated by the City Council.
(B) It shall be unlawful and an offense against this section for any person, firm or corporation other than the owner, lessee or occupant of a residential dwelling, to pick up the materials for his or her own use.
