(A) Public sewer not available. Where a public sanitary or combined sewer as described in § 52.02(D) above, is not available, the building sewer shall be connected to a private waste water disposal system complying with this chapter.
(B) Written permission required. Before beginning construction of a private waste water disposal system, the owner shall first obtain a written permission signed by the Superintendent.
(C) Inspection.
(1) A private waste water disposal system shall not become effective until the installation is completed to the satisfaction of the Superintendent or Superintendent's representative.
(2) The Superintendent or the representative shall be allowed to inspect the work at any stage of construction, and the permit applicant shall notify the Superintendent when the work is ready for final inspection before any underground portions are covered.
(3) The inspection shall be made within 48 hours’ notice to the Superintendent that the work is ready for final inspection.
(D) System requirements.
(1) The type, capacities, location and layout of a private waste water disposal system shall comply with all recommendations of the State Health Department.
(2)
No permission shall be given for any private waste water disposal system employing subsurface soil absorption facilities where the lot area is less than 2-1/2 acres, unless a variance is granted by the City Council under the criteria as required for zoning ordinance variances.
(3) No septic tank or cesspool shall be permitted to discharge to any natural outlet.
(E) Public sewer available. When a private system goes bad there must be a connection to a public sewer becoming available to a property served by a private waste water disposal system, as described in § 52.02(D) above, a direct connection shall be made to the public sewer in compliance with this code, and any septic tanks, cesspools and similar private waste water disposal facilities shall be cleaned of sludge and filled with suitable material.
(F) Operation and maintenance. The owner shall operate and maintain the private waste water disposal facilities in a sanitary manner at all times, at no expense to the city.
(G) Additional requirements. No statement contained in this code shall be construed to interfere with any additional requirements that may be imposed by the State Health Department or Pollution Control Agency.
