§ 70.03 ESTABLISHING TRAFFIC CONTROLS.
   (A)   The Council may, from time to time, adopt resolutions limiting or restricting traffic by the placement or marking in various manners according to the Traffic Control Devices Manual. This action may include, but is not necessarily limited to, speed limits on city streets, parking restrictions as to location and duration for various types and classes of vehicles, load limit restrictions, the placement of regulatory and warning signs and devices and the designation of directional movements, all of the foregoing being limited to public ways under the jurisdiction of the city and excluding those under county or state jurisdiction.
   (B)   The existence of such traffic control devices shall be prima facie evidence of the Council’s intentions with respect to traffic control and in response to the need for the orderly movement of traffic while maintaining the general health, safety and welfare of the public.
