(A) The drainage and plumbing system of each new building and of new work installed in existing buildings shall be separate and independent from any other building, except as provided herein. Each and every such building shall have an independent connection to the city sewer system unless none is available. If none is available, the City Council shall determine the solution to the problem.
(B) Where the building to be so serviced stands to the rear of another building on an interior lot and no sewer service can be provided to the rear building, the Council may approve the connection of the rear building to the service of the front building if clean-outs are provided immediately outside of both of the buildings in the sewer service.
