§ 52.03 RIGHT TO ENTER ONTO PRIVATE LANDS.
   Any duly authorized agent or representative of the city may, after presentation of proper credentials or identification, enter onto any and all properties and premises in the city for the purpose of inspection, testing, observation, measurement, sampling or maintenance in connection with the operation of the municipal sanitary sewer system, in accordance with § 10.20. Representatives specifically so authorized are the Building Inspector, the Public Works Department, the City Administrator/Clerk/Treasurer and any member of the City Council. Any other agent or representative shall obtain written authorization from the Mayor or the City Council. When entry into a dwelling is required at such times as no person of the user's family allows entry or the dwelling is unoccupied, the city’s agent shall notify the Police Department and enter the dwelling only accompanied by a police officer and then only in an emergency or highly unusual situation.
