No building or premises located outside the limits of the city shall be connected to the city water system unless there is a properly executed joint agreement between the city and the other local government containing the building or premises served. Any such non-resident connection now installed at the time of the effective date of this chapter shall be disconnected from the water system within six months from said effective date unless such a joint agreement has been executed.
