§ 51.03 USE OF CITY WATER WITHOUT AUTHORITY.
   It shall be a violation of this chapter to use water from any premises without the consent of the owner or to take water from the municipal water system, except upon payment of the established water use charge. No person, except a properly authorized representative of the city, shall turn off or on any valve, hydrant or curb stop, except in the case of an emergency. In such case, the person shall inform the city of his or her act immediately thereafter. Use of water without a permit shall be billed as an assumed use of one-quarter year’s duration.
