§ 51.01 OPERATION AND REVENUE.
   The entire municipal water supply and distribution system shall be operated as a public utility and convenience from such revenues will be derived subject to the provisions of this chapter. The city shall supervise all construction, installation and connections to the municipal water system and all excavation and other work incidental to this supervised work.
