§ 50.01 OUTDOOR WATER AND SEWER CONNECTIONS AND INSPECTIONS.
   Tapping of any main must be cleared through Public Works. Hydrants and curb stops are to be operated by city employees only, unless otherwise specified by Public Works.
   (A)   Water service requirements.
      (1)   Water service lines must be type “K” copper with flared fittings and a minimum of one inch in diameter for residential installations. Check with the Building Inspector regarding multiple-family, commercial and industrial connections.
      (2)   All lines over two inches will be ductile iron pipe, having continuity straps and a hydrostatic test; must hold 150 pounds for one hour.
      (3)   Water shall be installed at a depth of seven feet or, if less, be sufficiently insulated to protect against freezing.
      (4)   Splices are not allowed within ten feet of the building.
      (5)   The copper service line should have smooth gradual bends.
      (6)   The curb stop must be brought to proper grade.
      (7)   The curb stop cannot be in the driveway.
   (B)   Sewer service requirements.
      (1)   Four-inch sanitary sewer services are required on residential homes. Commercial applications must be approved by the Building Inspector.
      (2)   Plastic pipe must be Schedule 40 for residential and commercial installations.
      (3)   The sewer service line must be installed at a minimum of six feet or, if less, insulated sufficiently.
      (4)   Services shall be installed at a slope of not less than one-fourth inch per foot.
      (5)   Ninety-degree bends are not permitted on a sanitary sewer service. The use of two 45- degree bends and a length of pipe to make a sweeping bend is permitted.
      (6)   Use of a rubber donut gasket to connect to city sewer is not acceptable. A four-inch by four-inch or six-inch by four-inch glued fitting is acceptable.
      (7)   Glued or mechanical gasketed joints are acceptable, but must pass the air test; four psi for five minutes.
      (8)   All sanitary sewers must be air tested at four psi for five to 15 minutes.
      (9)   Clean outs must be installed every 100 feet on lengthy sewer services. Clean out caps must be metal and weather-tight.
      (10)   If any pipe is laid across a septic tank, the tank must be filled and the portion of pipe over the tank must be ductile iron pipe.
   (C)   Water/sewer inspections.
      (1)   Sewer and water inspections can be scheduled during working hours. A 24-hour notice is required prior to inspection.
      (2)   The orange building inspection card must be on site before an inspection will be performed.
      (3)   If a job cannot be completed by the end of the day and a trench must be left open overnight or over the weekend, the contractor must make arrangements to fence or cover the trench so that it is safe and secure.
      (4)   All inspections of water and sewer lines from the city main to the building structure, and any tests involved, are done by the Utility Department.
   (D)   Additional information.
      (1)   Curbs must be bridged when backing over them with equipment.
      (2)   The contractor is responsible for keeping the street clean of dirt, mud and/or debris. This will be charged out if Public Works has to do any clean up.
      (3)   A deposit as set forth in the annual fee schedule is required on the building permit if any digging in the public right-of-way is to occur.
