(A) Length, width and shapes of blocks shall be determined with due regard to the following:
(1) Provisions of adequate building sites suitable to the needs of the use contemplated;
(2) Zoning requirements as to lot sizes and dimensions;
(3) Need for convenient access, circulation control and safety of street traffic; and
(4) Limitation and opportunities of topography.
(B) Block lengths shall not exceed 1,800 feet or be less than 400 feet unless limited by property ownership or difficult topographic features.
(C) Pedestrian crosswalks, not less than ten feet wide, shall be required where deemed essential to provide circulation of access to schools, playgrounds, shopping centers, transportation and other community facilities.
