Where required by the city, sidewalks shall be provided on one or both sides of all collector and major streets and in such other areas as are necessary to adequately provide for the safety and welfare of pedestrians. The Council may require sidewalks or trailways in addition to those shown on the city’s comprehensive sidewalks and trails plan.
