§ 156.20 ENVIRONMENTALLY SENSITIVE AREAS.
   (A)   If, within the proposed development, there is an area which is designated as “environmentally sensitive”, the developer must file a development plan for the development in addition to a preliminary plat. The elements of the development plan shall contain all of the following required information.
      (1)   Names and addresses of the subdivider and designer making the plat;
      (2)   Graphic scale of plat, not less than one inch to 100 feet, with north indicated on the development proposal which will show all dimensions;
      (3)   Location of all existing buildings and structures on the site;
      (4)   Location of all proposed buildings and structures on the site;
      (5)   Location and size of all required parking spaces;
      (6)   Location and names of all proposed streets, curb cuts, driveways, access roads, loading areas and sidewalks;
      (7)   Landscaping plan including location, size and type of proposed planting materials;
      (8)   Indication of location, size and type of storage facilities for the storage of trash and other waste materials;
      (9)   Design layout and size of all proposed signs;
      (10)   Grading and drainage plans of the proposed site showing in detail existing topography at two-foot contour intervals on preliminary plat only;
      (11)   Detailed soils analysis which shows that the environmentally sensitive area is suitable for development (soil borings can be required by the City Engineer); and
      (12)   Area must be identified and labeled as an “environmentally sensitive area” on the preliminary plat and is subject to a fee as set forth in the annual fee schedule in addition to the fees required for the preliminary plat.
   (B)   Note: the plan is subject to approval by the City Engineer and City Planner as well as the Park/Planning Commission and City Council.
