The purposes of this chapter are as follows:
(A) To protect and promote the public health, safety and welfare within the city by the establishment of standards, regulations and procedures governing the erection, use and display of devices, signs and symbols serving as visual communication media to persons upon public rights-of-way;
(B) To ensure that signs do not create safety hazards;
(C) To preserve and protect property values;
(D) To establish standards which permit businesses a reasonable and equitable opportunity to advertise; and
(E) To preserve and protect the right to free expression.
