Any construction, enlargement, alteration, repair, improvement, moving or demolition of any building or structure must comply with the requirements of this chapter. No mining, dredging, filling, grading, paving, excavation, obstruction, drilling operation or other form of development as defined in this chapter are allowed, other than the uses permitted in § 154.26(A) and the activities allowed under § 154.11.
