§ 152.06 TREES AND SHRUBS ON PUBLIC LAND.
   (A)   No person or firm shall plant any tree, shrub or other vegetation on any public lands without the approval of the City Council. However, sodding may be performed in any street boulevard area without such permission if said sodding does not further restrict the movement or parking of vehicles thereon.
   (B)   No person or firm shall plant any tree or shrub or any other plant which shall or may obstruct the vision of any motorist and thus create a potential hazard. The city shall have the right to enter onto any public land and to remove any such visual obstruction presently or hereinafter existing.
