§ 152.02 OBSTRUCTIONS TO PUBLIC USE.
   It shall be unlawful for any person or firm to place, or cause to be placed, any obstruction, whether physical or not, to the free use of any public lands, streets, walkways, buildings or other property. However, this shall not prevent the Council from scheduling certain events without interference from the general public or from preventing damages to public properties or injury to persons.
