The City Council shall, from time to time, cause certain standards with regard to the materials, methods and procedures for the construction of public streets and alleys to be prepared and adopted by this chapter. All such standards so adopted shall become a requirement under the provisions of this chapter and the non-authorized deviation therefrom may be cause for action under the penalties provided herein.
