§ 132.03 FIRING RANGES.
   (A)   An application shall be made with the city by any person intending to operate a firing range, for the purpose of allowing the discharge of any firearm, within the city limits. This application shall be made before the firing range may be operated and the firing range shall not operate until permission has been granted by the city.
   (B)   The Council may set limitations and restrictions on such operation as it deems necessary for the protection of the users, the general public and property. A bond and insurance may be required to be placed on file by the operator and/or licensee to hold said operator solely responsible for any and all incidents or results thereof regardless of the negligence or lack thereof on the part of the operator in the operation of such firing range.
   (C)   Firing ranges shall be operated so as to result in maximum safety for users and for the general public, and the owners and operators shall comply with all regulations and restrictions then existing or thereafter placed upon such operation.
