(A) Established. The positions of Administrator, Clerk and Treasurer are combined to establish the position of City Administrator/Clerk/Treasurer.
(B) Duties of the City Administrator/Clerk/Treasurer. Within limits of approved programs, policies and procedures, the City Administrator/Clerk/Treasurer is responsible for and has authority to accomplish the following duties and any other duties as deemed appropriate by the City Council.
(1) The City Administrator/Clerk/Treasurer shall develop and administer procedures governing the manner in which the functions of the City Administrator/Clerk/Treasurer’s office shall be conducted within the framework of approved policy.
(2) Aid shall be provided by the City Administrator/Clerk/Treasurer to the department heads upon request or assignment, utilizing both specialized and professional knowledge.
(3) The City Administrator/Clerk/Treasurer shall ensure that emergency matters are brought to the attention of the City Council.
(4) This person shall attend regional and state meetings as a representative of the city.
(5) The City Administrator/Clerk/Treasurer shall perform other duties as described on the position job description.
(C) Responsibilities of the City Administrator/Clerk/Treasurer. Within limits of approved programs, policies and procedures, the City Administrator/Clerk/Treasurer is required and has authority to accomplish the following responsibilities and any other responsibilities as deemed appropriate by the City Council.
(1) This person shall be responsible for the care and custody of city license fees, bonds and records.
(2) The City Administrator/Clerk/Treasurer shall be responsible for meeting budgetary costs and performance objectives of the city. This includes planning for materials, supplies and personnel that will be needed and requisitions or orders accordingly.
(3) The City Administrator/Clerk/Treasurer shall formulate and establish policies and procedures and maintain constant alert to ensure that said policies and procedures are followed at the directive of the City Council.
(4) This person is expected to be informed of current trends, new concepts, techniques or principals that affect the office of the City Administrator/Clerk/Treasurer and maintain current knowledge of the principals of city government.
(5) It shall be the responsibility of the City Administrator/Clerk/Treasurer to efficiently utilize the working space assigned to the city office.
(6) This person shall inform the City Council of problems and progress within the city and shall provide advice to the City Council when requested and perform special assignments when directed.
(7) The City Administrator/Clerk/Treasurer shall be responsible for conforming to legislation affecting the city.
