§ 30.10 SUSPENSIONS AND AMENDMENTS OF RULES.
   The rules of the Council may be temporarily suspended by a majority vote of all of the Council members, but shall not be repealed, except by a majority vote of the whole Council after notice has been given at some preceding Council meeting in accordance with “Robert’s Rules of Order”.
