Each license granted and issued under this subchapter shall be issued to the applicant only. The license shall not be transferrable to another holder and each license issued shall be issued only for use in and shall only be valid for the premises described in the application. A license shall not be transferred to another place of business without the specific approval of the Council, and then only after a notation is made in the minutes of the meeting and also on the face of the license.
