§ 111.02 CONSUMPTION ON PUBLIC SIDEWALKS, RIGHTS-OF–WAY AND STREETS.
   No person may consume intoxicating or 3.2% malt alcoholic beverages (including, but not limited to, beer and wine) on any sidewalk, right-of-way or street located within the city (regardless of whether the sidewalk, right-of-way or street is owned by the city, the county or the state) unless the city has issued a permit which specifically allows such consumption. Such permits may be issued for specific festivals, block parties and the like and, in the discretion of the City Council, may be issued for a sidewalk café.
