(A) The Mayor, or the acting Mayor in his or her absence, shall preside at all Council meetings. In the absence of both, the City Administrator/Clerk/Treasurer shall preside until the Council members choose one of their number to act temporarily as presiding officer.
(B) The presiding officer shall preserve order and enforce the rules of procedure, according to “Robert’s Rules of Order”.
(C) The rulings of the presiding officer are subject to appeal from Council members. Any member may appeal a ruling by the presiding officer and, if the appeal is seconded, the member may speak to the issue one time. The ruling may be explained by the presiding officer, but no other member may participate in the discussion. The appeal shall be sustained if approved by a majority of the members present. The presiding officer may not vote on the appeal.
(D) The presiding officer shall not be deprived of any of the privileges such as moving, seconding or debating by reason of acting as the presiding officer.
