(A) Regular meetings of the Council shall be held on the first and third Wednesdays of each month at 7:00 p.m. Any regular meeting falling on a holiday shall be held on the next following Tuesday at the same time and place. All meetings, both special and regular, shall be held at the city office unless the notice of a special meeting designates a different location.
(B) Special meetings of the Council may be called by the Mayor or any two members by notifying the City Administrator/Clerk/Treasurer. The City Administrator/Clerk/Treasurer shall immediately notify all other members, at least 72 hours in advance, of the special meeting. A notice of a special meeting shall be posted in a conspicuous public place at least 72 hours in advance of the meeting.
(C) Closed meetings of the City Council shall be a closed agenda business meeting where the Council may deal with administrative concerns.
(D) At the first regular meeting of the year, the Council shall do each of the following:
(1) Designate the depositories of funds;
(2) Designate the official newspaper;
(3) Select the acting Mayor; and
(4) Appoint all such officers and officials and members of boards and commissions as may be necessary.
