For purposes of §§ 92.15 and 92.17 of this chapter, city officers will include police personnel and city employees and contractors and they may enforce the provisions relating to nuisances. Any city officer shall have the power to inspect private premises and take all reasonable precautions to prevent the commission and maintenance of public nuisances. Except in emergency situations of imminent danger to human life and safety, no city officer shall enter enclosed buildings for the purpose of inspecting or preventing public nuisances without the permission of the owner, resident or other person in control of the property, unless the city officer has obtained a warrant or order from a court of competent jurisdiction authorizing the entry. Officers and designated persons will have the authority to enter curtailage and areas in open sight, in accordance with § 10.20 to inspect and take enforcement action.
