(A) Poundkeeper. The Council shall appoint a poundkeeper. The St. Bonifacius/Minnesota Department of Public Safety shall provide a community service officer (CSO) to provide animal control within the city limits. City police officers and the CSO may cite owners of animals for violations of this chapter. The poundkeeper will be responsible for the impoundment and care of animals in violation and disposal of said animals according to the terms of this chapter.
(B) Impoundment.
(1) The CSO or police officers of the city may impound any dog in the city without a registration tag or in violation of any other section of this chapter. The CSO or police officers of the city shall, upon receiving a citizen complaint, impound any dog running at large in violation of this chapter.
(2) The CSO or police officers may enter upon private property, in accordance with § 10.20 if they have reasonable cause to believe there is a violation.
(3) Compensation shall be established by the poundkeeper and approved by the City Council.
(C) Reclamation.
(1) Whenever an animal is picked up by the CSO or police officers, the owner, if known, shall be notified as soon as possible.
(2) Upon notification, the owner will be given five days in which to reclaim the animal.
(3) In order to reclaim the animal, the owner must pay the fees accrued for impounding and feeding the animal. The owner of the animal shall also pay such fine as set forth in § 90.99 of this chapter. A proper license, in accordance with the provisions of this chapter, shall be obtained upon payment of the fine.
(4) The signed release form of the impounded animal must be shown to the poundkeeper to redeem the animal.
