Effective May 1, 1976 and thereafter, a person who is cited for violation of the Village Traffic Code may, upon a written plea of guilty, pay the fine for such violation as set forth in the schedule of fines attached to original Ordinance 16-1976, for speeding, parking and other moving violations. No payouts without court trial shall be permitted for violation of the thirteen offenses classified as non payouts in such attached schedule.
