On or about December 1 of each year, the Recreation Director shall submit to Council a written report embodying the scope of the recreational program conducted under his supervision during that calendar year, or portion thereof in which he was employed. The report shall also include the proposed recreational program for the succeeding calendar year, and shall specify any additional costs, facilities or equipment desired to carry the proposed recreational program into effect.
