Except as otherwise herein provided, all offices, departments, boards, and commissions in existence at the time this Charter is adopted shall continue to exist, with all powers and duties previously accorded to them. In the event that any such existing powers and duties are inconsistent with those granted by this Charter, the provisions of the Charter shall prevail and control.
