Council procedures for making motions and enacting ordinances and resolutions shall be governed by Ohio Revised Code §§ 731.18 - 731.27 as presently codified or hereafter amended and the Constitution and general laws of the State of Ohio now or hereafter in effect. Council shall have the power to enact emergency legislation in accordance with Ohio Revised Code § 731.10 as presently codified or hereafter amended and the Constitution and general laws of the State of Ohio now or hereafter in effect.
