(a) No person shall participate in outdoor grilling in any public park, except for the designated grilling areas of Ross Park and Vine Street Park.
(b) Notwithstanding subsection (a), grilling in other areas of public parks may be done with the express, written permission of the Director of Public Service and Safety on specifically listed dates on the permission form.
(c) The penalties of violations of subsection (a) shall be as follows:
