(a) Every applicant for solicitation, not a resident of the Village or who being a resident of the Village represents a firm whose principal place of business is located outside the state, shall file with the Police Chief or his or her designee a surety bond, to be held by the Village in the amount of one thousand dollars ($1,000), with surety acceptable to and approved by the Police Chief or his or her designee, conditioned that the applicant shall comply fully with all the ordinances of the Village and the statutes of the State regulating and concerning the business of solicitor and guaranteeing to any citizen of the Village doing business with the Solicitor, that the property purchase will be delivered according to the representations of the Solicitor, Action on such bond may be brought in the name of the Village to the use or benefit of the aggrieved person or persons.
(b) If a utility or cable television service files a letter and supporting documentation stating that its employees and/or contractees are bonded by such company, such letter and documentation being found to be satisfactory by the Police Chief, such company's employees and/or contractees are not required to post the bond required in subsection (a).
