1301.06 LIBERAL CONSTRUCTION.

The STBBC and all proceedings there under shall be liberally construed in order to promote its purposes under Section 1301.05 and to avoid unnecessary hardship, provided the spirit and intent of the STBBC shall be observed and the public safety, health and welfare is assured.
