No person shall stand or park a vehicle in any Municipal Parking Lot,
except while obeying the directions of a police officer:
(a) Overtime or beyond the period of legal parking established for any Municipal Parking Lot.
(b) In violation of any sign restricting the use of the parking lot by motor vehicles of certain types or weights.
(c) In any area designated as a fire lane, or other emergency area, by the Chief, Division of Fire or the Chief, Division of Police, acting under the authority granted by statute, or elsewhere in these Codified Ordinances.
(d) In any area designated and marked as a handicapped parking space unless the motor vehicle is displaying a valid windshield placard or special license plates.
(e) Across any line or marking of a parking space or in such a position that the vehicle shall not be entirely within the area designated by such line or marking, unless the vehicle is too large to be confined in one such space. Any vehicle which requires more than one space shall be parked so that it does not use more designated spaces than the length the vehicle requires.
(f) Any vehicle which is not licensed or which is not equipped as required by law or is in violation of the equipment provisions of Ohio R.C. Chapter 4513.
(g) For the purposes of washing, greasing or repairing such vehicle except repairs necessitated by an emergency.
(h) Any junk vehicle as defined in Ohio R.C. Chapter 4513.

(i) On the Safety Center parking lot located at the corner of Mitchell Avenue and Vine Street, unless such person is an employee of the Village Police Department or Fire Department, or a person who is at the Safety Center to conduct business with one of these two departments.
