Council shall have the power to establish the office of Tax Commissioner. If Council establishes such an office, the Mayor shall appoint a Tax Commissioner who shall have all powers and duties accorded to a city tax administrator under Ohio Revised Code § 733.85 as presently codified or hereafter amended and the Constitution and general laws of the State of Ohio now or hereafter in effect.
