(a) Whenever it appears, on complaint of residents or otherwise, that starlings, sparrow, pigeons, rodents or other birds or animals constitute a nuisance in any part of the Village, a Police Officer shall be authorized to use all necessary means to remove the nuisance-creating birds or animals.
(b) This section does not apply to any resident's pet.
